白宫欢迎北韩解决核问题承诺 (White House Welcomes Commitment by North Korea on Nuclear Issue)

白宫对北韩承诺放弃核武器并允许国际监督,以此来换取能源帮助、经济合作与安全保证表示欢迎。白宫发言人斯科特.麦克莱伦说,星期一在北京举行的六方会谈上达成的有关协议是好的,但是关键将在于实施。

北韩和美国同意相互尊重主权并采取关系正常化的步骤。会谈声明由各方代表一致通过。声明还说,北韩有权和平利用核能源。所有各方同意在适当的时间讨论向北韩提供一座民用轻水反应堆的问题。

国际原子能机构总干事巴拉迪说,核检查人员应尽快返回北韩。所有参加会谈的六方,也就是南北韩、中国、俄罗斯、日本和美国都同意在11月再度开会。

The White House has welcomed North Korea's pledge to give up its nuclear weapons and allow international inspections in return for energy aid, economic cooperation and security assurances. White House spokesman Scott McClellan says the agreement reached at the six-party talks in Beijing Monday is a good one, but implementation is going to be the key.

North Korea and the United States agreed to respect each other's sovereignty and take steps toward normal relations. The statement, approved unanimously by the delegates in Beijing, also says North Korea has the right to peaceful use of nuclear energy. The parties have agreed to discuss, at an appropriate time, provision of a light-water reactor for Pyongyang's civilian use.

U.N. atomic energy chief Mohamed ElBaradei said nuclear inspectors should return to North Korea as soon as possible. All six parties to the talks - the two Koreas, China, Russia, Japan and the United States - agreed to meet again in November.

巴拉迪促结束伊朗核问题对峙 (ElBaradei Urges End to Confrontation on Nuclear Issue of Iran)

联合国的国际原子能机构的总干事巴拉迪敦促结束伊朗与西方国家在德黑兰核项目问题上的对峙。巴拉迪说,他很遗憾这个问题正在经历他所说的对抗与政治边缘政策阶段。

国际原子能机构理事会将开会讨论伊朗的这个问题。美国和欧盟希望国际原子能机构把伊朗问题提交给联合国安理会,以考虑在伊朗拒绝放弃浓缩铀活动的情况下对其实施制裁的可能。

伊朗警告说,把问题提交给安理会可能会使问题复杂化,并促使德黑兰立即恢复浓缩铀的活动。一些西方国家指责伊朗企图秘密研制核武器。德黑兰方面予以否认。

The head of the United Nations nuclear agency has urged an end to confrontation between Iran and the West over Tehran's nuclear program. ElBaradei says he regrets the matter is going through what he calls a period of confrontation and political brinkmanship.

The International Atomic Energy Agency board of governors will hold a meeting to discuss the Iranian issue. The United States and the European Union want the IAEA to refer Iran to the U.N. Security Council for possible sanctions, if Tehran does not give up its uranium enrichment activity.

Iran warns that such a referral could complicate matters and prompt Tehran to immediately resume enrichment work. Some Western countries accuse Iran of secretly trying to develop atomic weapons. Tehran denies the charges.
