人权观察促中国取消网络限制 (Human Rights Watch Urges Repeal of China Internet Regulations)

设在纽约的人权观察说,中国应当取消新颁布的试图让政府完全控制互联网的规定。这个人权组织在一份声明中称,北京利用模糊的“国家安全”和“社会秩序”的说法,来防止公民社会机制的壮大。

中国的新规定要求互联网的新闻网站和网上内容必须提供对公众和国家有益的信息。规定禁止传播它所称的有违中国安全和公共利益的消息,网站不能煽动非法集会、游行或示威。

中国当局严密监视互联网上的内容,会查封任何当局认为不适当的网站。中国还要求人们登记他们的网站和博客站。

New York-based Human Rights Watch says China should repeal new regulations aimed at what the group calls complete government control of the Internet. In a statement, the rights watchdog says Beijing is invoking vague terms such as "national security" or "social order" to prevent the strengthening of civil society mechanisms.

China's new regulations say Internet news sites and content must provide information that is beneficial to the public and state. They forbid sites from spreading news that goes against what is called China's security and public interest. The rules also say sites cannot instigate illegal rallies, marches or demonstrations.

Chinese authorities closely monitor Internet content and remove sites they believe are inappropriate. China also requires people to register their web sites and blogs.

中国驱逐因DVD盗版被判刑美公民出境 (China Expels Convicted American DVD Pirate)

中国将被判违法通过互联网销售盗版电影和音乐光盘的两名美国公民之一驱逐出境。中国官方的新华社报导,顾然地星期四被移交给美国警方。

美国大使馆发言人证实,顾然地(Randolph Hobson Guthrie)已经被送上前往美国的飞机,但是没有提供其它详情。顾然地以及另外一名美国公民今年4月在上海因从事非法经营活动而被定罪,据称他们销售了18万张盗版DVD。

顾然地被判处两年半监禁,并被罚款6万美元。另一名美国公民库迪.思拉什被判处一年监禁和一千两百美元的罚款。目前不清楚思拉什是否也会被驱逐回美国。

China has expelled one of two U.S. citizens convicted of selling pirated movie and music discs on the Internet. China's state news agency Xinhua says Randolph Hobson Guthrie was handed over to the U.S. police Thursday.

A U.S. embassy spokesman confirmed Guthrie was put on a plane to the United States, but gave no other details. Guthrie was one of two Americans convicted in April in Shanghai for running an operation that allegedly sold 180-thousand illegally copied DVDs.

He was sentenced to up to two-and-a-half years in prison and ordered to pay a 60,000-dollar fine. Fellow American Cody Thrush received one year in jail and a 12-hundred-dollar fine. It was not clear if he would also be sent to the United States.
