布什将宣布美国应对禽流感策略 (Bush to Announce US Strategy Against Bird Flu)

布什总统今天将概要说明美国政府应对可能爆发的禽流感疫情的策略。

美国卫生与公共服务部长莱维特说，这一方案的主要目标是加强美国生产疫苗的能力。

莱维特在接受电视采访时表示，目前美国还没有立即爆发禽流感疫情的迹象，但是美国必须具备为每个美国人生产疫苗的能力。

他说，布什总统将要求国会为实施这一方案拨款71亿美元。这项方案还要求政府储备疫苗和抗病毒药品，并且努力及早发现任何疫情爆发。

美国政府已经订购了价值1亿6千2百万美元的疫苗，以应对亚洲出现的禽流感疫情。自从2003年底以来，亚洲已经有60多人死于禽流感。

President Bush is to outline his administration's strategy for dealing with a possible bird flu pandemic today.

U.S. Health and Human Services Secretary Michael Leavitt says the plan's main goal is to boost the nation's vaccine manufacturing capacity.

In television interviews, Mr. Leavitt said there is no sign of an imminent flu pandemic, but the nation must be able to produce vaccines for every American.

He said the president will ask Congress for seven-point-one billion dollars to fund the plan. The plan also calls for the government to stockpile vaccines and anti-viral drugs, and try to detect any flu outbreak early.

The administration has already ordered 162-million dollars worth of vaccine to protect against Asian bird flu, which has killed more than 60 people in Asia since late 2003.

阿富汗警方在南部赫尔曼德省的交火中打死一名被怀疑是塔利班指挥官的人。

有关官员今天说，战斗星期一打响，当时塔利班武装分子伏击了一支安全巡逻队。他们证实这名被打死的指挥官名叫穆拉.卡比尔。战斗中还有一名激进分子被打死，另有12人被逮捕。

Afghan police have killed a suspected Taleban commander during a gun battle in southern Helmand province.

Officials said today that the fighting started Monday when Taleban fighters ambushed a security patrol. They identified the dead commander as Mullah Kabir. A second militant was killed in the clash and 12 others were arrested.

Helmand province has been the scene of several clashes in recent weeks. In late October, at least eight Afghan police were killed in an ambush there.

Meanwhile, in the capital, Kabul, police arrested three men they say were planning a suicide bombing.
