韩国拒绝全面执行联合国对北韩制裁措施 (South Korea Refuses to Fully Uphold UN Sanctions on North Korea)

韩国拒绝全面执行联合国在北韩核试验后对北韩实施的制裁措施。韩国一位副外长星期一表示,首尔不参加美国按照联合国制裁措施制定的在公海对北韩货船实施检查的行动。

首尔表示,已经采取了其它措施来控制大规模杀伤性武器。

韩国表示不愿意引发与北韩船只在海上的冲突; 韩国在平壤上个月试验核武器以后一直保持与北韩接触的政策。

在国际社会的压力之下,北韩已同意目的在于解除其核武器的会谈。参加会谈的国家还有韩国、中国、日本、美国和俄罗斯。

俄罗斯驻日本大使星期一在东京表示,会谈最早可能下个月就能恢复。

South Korea is refusing to fully uphold U.N. sanctions imposed on North Korea following the country's nuclear test. A deputy foreign minister said Monday Seoul will not join a U.S.-led initiative to inspect North Korean cargo at sea, as stipulated in the U.N. sanctions.

Seoul has said it is already taking other measures to control weapons of mass destruction.

South Korea says it does not want to trigger naval clashes with North Korean ships, and has maintained a policy of engagement with Pyongyang since last month's nuclear test.

Under international pressure, North Korea has agreed to return to talks on dismantling its nuclear program. The discussions involve South Korea, China, Japan, the United States and Russia.

The Russian ambassador to Japan said in Tokyo Monday the talks could resume as soon as next month.

南奥塞梯选民在全民公决中赞成从格鲁吉亚独立 (South Ossetia Voters Support Independence from Georgia in Referendum)

格鲁吉亚执意分离的南奥塞梯地区选民以压倒多数投票支持从第比利斯独立出来。

选举委员会的官员星期一说,星期天的全民公决得到了南奥塞梯99%的选民支持。这一地区的领导人科科伊提宣布胜利当选南奥塞梯总统。

没有任何国家正式承认南奥塞梯独立或承认科科伊提为南奥塞梯总统。格鲁吉亚当局称这次全民公决是非法的,并且指责俄罗斯支持和鼓励分离主义运动。

北约遣责这次投票,称这次投票除了增加南高加索地区的紧张以外没有任何作用。北约表示,国际社会强烈重申支持格鲁吉亚领土完整。

Voters in Georgia's breakaway region of South Ossetia have overwhelmingly voted in favor of independence from Tbilisi.

Election commission officials said Monday that Sunday's referendum was supported by 99 percent of voters in South Ossetia. The region's leader, Eduard Kokoity, also claimed victory as its president.

No country officially recognizes South Ossetia's independence or Kokoity as its president. Georgian authorities called the poll illegitimate, and accused Russia of supporting and encouraging the separatist movement.

NATO condemned the voting, saying it serves no purpose other than to increase tensions in the South Caucasus region. The alliance said the international community strongly reaffirms its support for the territorial integrity of Georgia.
