(Chinese Naval Ship Arrives in Japan for Historic Port Call)

A Chinese naval ship has arrived in Japan for the first time since World War Two in the latest sign of easing tensions between the two Asian rivals. The missile destroyer "Shenzhen" arrived Wednesday at Harumi wharf near Tokyo for a four-day visit. It is the first port call in Japan in the the history of the naval forces of the People's Liberation Army.

Ties between Japan and China have been warming over the past year, but Tokyo has also voiced concerns about the PLA's massive defense spending and lack of transparency.

After the Shenzhen docked in Tokyo Wednesday, Chinese Rear Admiral Xiao Xinnian made efforts to assure the Japanese public that China is not a threat. Rear Admiral Xiao told reporters that the Chinese military is only trying to build up its forces for self-defense purposes, and denied that China wants to become a superpower.

The U.S. Justice Department says a grand jury in Puerto Rico has indicted 15 people suspected of trafficking illegal Chinese migrants into the U.S. Caribbean territory.

The 21-count indictment charges the suspects - all of Chinese descent - with helping smuggle an unspecified number of people from the Dominican Republic into Puerto Rico between October 2005 and July 2006.

It says most of the suspects were arrested on November 15th and are being held in a detention facility outside San Juan pending trial. Two remain at large. If convicted, the 15 face maximum prison terms of 10 years, with fines up to 250-thousand dollars.
